The product is an alarm for hearing impaired people. It vibrates and blinks when a fire alarm at a hotel or some other public alarm goes off.
It operates by having multidirectional microphones integrated into the strap that can detect a drastic change in ambient sound level, or pick up specially assigned frequencies and alert the user.
